Sitoh Mun Kiat

Lead IT Consultant and Director

Sitoh is a seasoned professional with over 30 years of experience in software development. He served as the key software developer and lead product architect for several state-of-the-art 3D visualization products in the United States before founding NCODE Consultant to assist established firms to expand into the Internet space. Sitoh has extensive experience in formulating and implementing IT strategies, gained through firsthand observations of the co-evolution of technology and businesses over the past three decades.

Sitoh has helped over 100 organizations improve their performance by identifying and capitalizing on opportunities, exposing himself to a wide range of business domains and technologies. His research interests include business models, IT ecosystems, and entrepreneurial processes in Australian and Chinese companies.

Sitoh holds a PhD from NUS (Singapore), an MBA and an MSc in Industrial Engineering from the University of Houston, and a BSc (Highest Honors) in Computer Science from the University of Oklahoma. He is a certified TOGAF (The Open Group Architecture Framework) professional and holds two US patents for seismic tracking algorithms.

David Lai

CEO (FarmTech, Malaysia), CISO (Singapore)

David has over 20 years of experience in IT infrastructure and IT operations management. He provides leadership for NCODE Consultant and its customers in provisioning IT infrastructure, capacity management, cost-control activities, performance and security management, and availability management for all IT infrastructure and assets.

Currently, his team designs and manages IT infrastructure for more than 50 applications operating under diverse design patterns, including government and private data centers, on-premises systems, hybrid setups, AWS and Azure clouds. David has successfully led and implemented several projects for the Singapore Government, particularly in migrating applications to the Government Commercial Cloud, ensuring seamless transitions while maintaining high security and operational efficiency. He has also gained extensive business knowledge by managing large-scale digital engagements for more than 20 commercial clients across various industries. His management expertise is further demonstrated through the establishment and successful operation of NCODE’s Malaysia office.

In addition to his expertise in IT, David is the Founder and CEO of NCODE’s FarmTech division. Driven by a passion for innovation and sustainability, he established the division to revolutionize agriculture through cutting-edge technology. Under his leadership, Ncode’s FarmTech leverages advanced tools such as drones, artificial intelligence, and GIS analytics to provide precision farming solutions. These solutions empower farmers to monitor crop health, optimize productivity, and implement data-driven sustainable practices. David’s entrepreneurial approach has been instrumental in building FarmTech as a pioneering force in the agtech industry, addressing the challenges of modern agriculture with technology-focused strategies.

David played a pivotal role in NCODE’s achievement of ISO 27001 certification, personally leading its implementation and ensuring compliance with global security standards. He holds a Bachelor’s Degree in Computing, specializing in Distributed Computer Systems, from Monash University, Australia.

Naing Soe Aung

CTO

Naing Soe Aung is the CTO of NCODE and brings with him over 20 years of experience in software development and more than a decade in solution architecture. He holds a BSc (Hons) Computing from University of Greenwich and an Advanced Diploma in Information Technology from Edith Cowan University, along with Microsoft MCSD, MCAD, and AWS Certified Solutions Architect certifications.

He has led the design and delivery of large-scale government systems, including projects for NPARKS and MOE, with a strong focus on building secure, scalable, and high-performance solutions.

He drives security and compliance initiatives, leading VAPT, security assessments, and remediation efforts in collaboration with clients’ security stakeholders. He adopts secure-by-design and SSDLC practices, aligned with OWASP standards and government security requirements.

His expertise includes system architecture, web and mobile development, database design, enterprise integration, and secure coding. He is also actively working on AI solutions, including RAG-based architectures and AI-assisted development approaches to build intelligent, data-driven applications.

As the CTO, he defines technical direction, ensures security and compliance, and delivers robust, future-ready solutions aligned with business needs.

Ian Wu

COO

Ian brings with him 12 years of experience in the IT industry, focusing on entrepreneurship and sales. He also specialises in government grant consulting for technology projects, and is a certified SCRUM Master.

Ian manages NCODE’s overall sales operations for both the government and corporate sector, and has a wealth of knowledge and experience for Digital Transformation.

Ian also oversees NCODE’s sales and marketing strategy, constantly evolving to serve upcoming markets with new technology and solutions, as well as maintaining its current customer base of government and corporate clients.

Ian holds a Bachelor’s Degree in Business Management, and graduated with a Degree in Distinction majoring in Entrepreneurship from the Royal Melbourne Institute of Technology (RMIT).
